Dr Kim, Un-yong TKD Background

I was reading recently about Dr Kim, Un-yong, the former head of the WTF (1973-2004) and it was mentioned that he didn't have a strong background in Taekwondo. Does anyone know what rank he held and/or what his martial arts background was?
