Should NYS Impose a Hiking Fee?

In tough fiscal times it seems to me that the State is passing up a new revenue source. Right now Snowmobilers and ATVers pay a registration fee and hunters a license fee for the privilege to pursue their hobbies.

A fee structure for hiking could be tailored to individual areas to encourage or discourage use and distinguish between Resident and non-resident.
