Tree Identification

See the spindly conifer in the middle of the frame, notice the "crown"? What gives? I initially thought this was some sort of nest, but it's still growing!!







Does anyone know what type of tree this is and why it grows this way?

I've seen a few others like this too, but never had a photo before...
