ISO New Spinning Outfit

I need to get a new spinning outfit. I'd like a medium action rod, 6 to 7' length with a decent reel. I'll use it for trout, smallmouths and panfish. Most of the time I'd use it for casting and trolling stick baits from a small boat or canoe. I want to try to keep the whole package under $150. Any recommendations from the spin folks is appreciated.
