LNT is NOT working

In spite of all the efforts at education (articles, Rangers, Summit Stewards, etc), the concept of "Leave No Trace" is not working. Last week we spent a few days at the Uphill Lean To area. The Lean To itself had been left in deplorable condition by previous occupants - dirty socks, plastic rain gear, clotheslines, spoons and other assorted junk all left behind. We tidied up as best we could before we left, but could not possibly address all of the trash that has been tossed under the lean-to.
There was a significant amount of broken glass around the tent-site area. Multiple places in the nearby woods could only be classified as a "sewer". I won't go into detail on this, but how tragic, considering the fine "thunder box" only a few steps away.
Went to the creek to filter water and found more trash - empty freeze-dried food bags and such.
On the way to Lake Tear we encountered some folks who were hiking with their dog - they cautioned us not to touch the dog because it had discovered human feces just off the trail and had rolled in it. A few steps into the trees on the summit of Cliff mountain was another sewer. I mean, come on!! No effort whatsoever to bury anything!
Did I just happen to hit an especially bad time, or has anyone else noticed a general deterioration in good stewardship in the ADKs? It is frightening and very depressing.
